Damage to my property and I wasn't even their customer

On 7/22/10 Mills Van Lines moved my neighbors into their new house, when positioning their truck it jumped the curb in front of my house and did damage to my lawn and driveway. Upon contacting Mrs. Mills she informed me they weren't liable because they were regulated by the US DOT (huh what? they shouldn't have been on my property in the first place and what does the DOT have to do with them damaging my property?). When asked for her motor vehicle insurance information she refused (again huh what? It's my understanding when you're involved in a vehicle accident it's illegal not to provide insurance information in the state of GA)
